In order to qualify, a firm must be owned and controlled by a U.S. Citizen (100% - even if 1% is foreign, no certification), be located or have its principal office located within a designated HUBZone area, certify that at least 35% of the employees of the firm are HUBZone residents (employees must live in a primary residence within that area for at least 180 days or be a registered voter in that area), and comply with the subcontracting limits (limitation on subcontracting rule applies) using its or other HUBZone small business concerns.
